After you change the setting, close the Primary program and try the WinTV application again. After reconnecting the device, try installing the application. Wait a few moments and reconnect the power. I got my drivers from shspvr that I am using on the pvr usb2. It is usually a good idea to unplug the USB cable also.

This is a strange one, it’s suppose to be on but I have had certain driver versions that never turned it on but it work fine. If you get a Black screen after scanning for channels, but you can hear the ubs2, try closing and reopening the program.
Once installation finishes, you should be able to use the program. Please make sure you have the latest version driver.
Is this installed and does it function properly? The pvr2 usb2 is a newer version, I believe they use the same driver.
It just freaked me out when it came on, because I’d never seen it on before. If video does show up, the device is good.
